CAIPE's Response to Consultations and Reports


CAIPE  is a national and international authoritative voice on interprofessional education in both universities and the workplace;  It therefore responds to all relevant government consultations on its strategy relating to health and social care and education policy; consultations by the professional regulatory bodies; and comments on national and international reports.In this way CAIPE seeks to support and promote interprofessional learning and working by highlighting significant issues, furthering debate and influencing outcomes.

Press Release: CAIPE 's Response to the Francis Inquiry Report (February 2013)

The final report of the public inquiry into Mid Staffordshire NHS Foundation Trust outlines serious failings of care, leading to appalling suffering for patients.  The report highlights serious systemic failures and a negative culture which ignored the needs of the patient.  Recommendations to tackle the problems are made concerning management and leadership, monitoring and review and professional practice and training.  

The UK Centre for the Advancement of Interprofessional Education emphasises the need for all health professionals to learn together for effective collaborative practice. Interprofessional education focuses on the needs of the patient and helps professionals to develop the mutual trust and respect which promotes good communication and collaborative working, so crucial for patient safety. It can also inform joint action to improve services and instigate change.

Changes in organisational culture and different ways of working are not easy and staff have to be prepared and supported by education and training and ongoing professional development.This is best undertaken interprofessionally.

CAIPE has responded to this document which looks at what sort of doctors will be needed in the future and the training needed to develop them. The review is independent of government and is jointly sponsored by a number of organisations including the GMC.

CAIPE response to HCPC consultation on service user involvement in education and training (December 2012)

The Health and Care Professions Council (HCPC) launched a new consultation on service user involvement in education and training programmes in September.
 
They requested the views of stakeholders on a proposal to amend the standards of education and training (SETs) and supporting guidance to require the involvement of service users in the programmes they approve.  Click here to see CAIPES response.

CAIPE's response to the draft Care and Support Bill posted on line. (October 2012)

The draft Bill was published on the DH website for online consultation. Comments on the individual clauses were invited and the online consultation ran until 19 October 2012.

Posted comments will feed directly into the process of parliamentary scrutiny. They will be used to assist and challenge the government in considering how to improve the proposals in the draft Bill.

CAIPE's response to General Osteopathic Council CPD discussion document (September 2012)

This paper is a discussion document looking at the purpose and structure of the General Osteopathic
Council (GOsC) CPD scheme. It outlines some of the challenges with the current CPD scheme, along
with some of the ways in which the scheme might e improved.

This discussion document is designed to generate debate during the course of the Revalidation Pilot.
Responses to this discussion document, and the evaluation and impact assessment of the draft
Revalidation scheme, will help to inform GOsC thinking about how best to formulate proposals for change to the CPD scheme for consultation during 2013/14.

CAIPE's response to the HPC's consultation on profession specific standards of proficeincy for 6 professions.(July 2012)

CAIPE responded to the Health and Care Professions Council (HCPPC) consultation request for 6 professions which included Art Therapists, Dieticians, Occupational Therapists, Orthoptists, Physios and Radiographers.

CAIPE’s response to the Joint Law Commisons on the Regulation of Health and Social Care Professions (May 2012)

CAIPE welcomes this review and the benefits which may well follow for greater consistency, clarity and transparency of practice between regulatory bodies, as a further development towards collaboration between professional education systems but recognises that this is no more than an initial step. It cautiously acknowledges arguments that may be made for fewer regulatory bodies in future which could further collaboration in education and practice provided that was firmly written into the constitution and terms of reference for the new body (or bodies). CAIPE has responded to the GMC's consultation on continuing professional development. The response point's out that the consultation document makes little reference to the importance of interprofessional education and how this can inform effective interprofessional working. Read the full response.

CAIPE response to the HPC Consultation on the draft Standards of Proficiency for Social Workers in England (November 2011) 

CAIPE welcomed the consultation by the Health Professions Council on the proposed standards of proficiency for social workers and was pleased to have the opportunity to comment on this important piece of work.  

CAIPE’s main concern was whether the proposed standards sufficiently articulated the need for social workers to engage in effective interprofessional practice.
 
 It was noted that this consultation focused only on the proposed Standards of Proficiency and did not give respondents an opportunity to comment on the Standards of Education and Training which underpin the standards expected of professionals on entry to the register. Read the full response

CAIPE response to GMC draft supplementary documents to Tomorrow's Doctors: “Developing teachers and trainers” and “Patient and public involvement in undergraduate medical education”. March 2011)

CAIPE has responded to these two documents which are draft supplementary papers to the GMC Tomorrow's Doctor's Report published in 2009. CAIPE would also welcome a furure supplementary document ensuring that medical schools provide relevant, appropriate and effective opportunities for their students to ewxperience interprofessional learning. CAIPE Response to the Government’s consultation document: Healthy Lives, Healthy People, Our Strategy for Public Health in England  (February 2011)

CAIPE welcomes the Government’s commitment to protecting and enhancing the health of the population in England. CAIPE notes that this strategy will require the collaboration of an eclectic mix of organisations, agencies communities and individuals and that it is proposed within the context of the detailed workforce strategy to be published in the Autumn. Consistent with CAIPE's remit, this response places an emphasis on the education and training implications of the Government’s proposals with particular reference to collaborative practice.  It is also appreciated that this document provides an intention which will be legislated for within the forthcoming Health and Social Care Bill.  Read the full response

CAIPE Comment on the Lancet Commission Report 'Health professionals for a new century: transforming education to strengthen health systems in an interdependent world. (Dec. 2010)

The paper presents a vision of a future global health workforce that have had a competency based education enabling them to make a positive effect on the functioning of health systems both locally and globally. The vision and the issues highlighted are commendable and worth detailed consideration by the powers at be, but given the current global financial climate this vision of the future may be a long way off. CAIPE's response to HPC consultation on proposed changes to generic standards of proficiency (October 2010)

The Health Professions Council (UK) consulted on proposed changes to the generic standards of proficiency. The standards of proficiency are the standards that it considers necessary for the safe and effective practice of professions it regulates. The changes are being proposed to ensure that the generic standards are applicable to all the professions the HPC regulates.

CAIPE expressed concerns regarding the proposed new standards 8 and 9 intended to replace the current Standards 1b.1, 1b.2 and 1b.3. These 3 current standards focus importantly, on the way in which professions should work together.
CAIPE viewed with grave concern the removal of direct reference to the way in which professionals relate to each other and work together.

CAIPE Statement on the World Health Publication 'Framework for Action on Interprofessional Education and Collaborative practice'. Geneva WHO      (October 2010)

The CAIPE community  in the UK welcomes the report prepared for the World Health Organisation (WHO) published as a framework for action on interprofessional education (IPE) (WHO, 2010). The report describes a vision for IPE to shape a future workforce that can work collaboratively to address national and international health problems thereby improving health outcomes.
